Whenever possible you want to avoid the second outcome. Other vehicles will fill themselves up, then go to their depot, unload, and return (notably fuel and cargo trucks). For some vehicles if they know they cannot fit all deliverables in one run they will bring along a second truck (for example passenger buses does this). Vehicle behavior: As you plan out your airport it is important to think about how your ground vehicles will act.Here you can purchase a number of vehicles up to the slots available in that service building (you can purchase additional slots for each building in the main Service Building Tab). Begin by selecting the Service building and select the "Vehicles" option on the right side. Begin by connecting your ramps to the road you created. This will make turn-around more efficient which is important later. To begin with I would recommend placing your ramps close to the service buildings you have. Your next step will be to build your ramps.Once you have finished your road add whatever services you like and attach them to the road. I would try to give yourself a generous amount of space to add terminals and other facilities in the future but keep an eye on your funds. This is one of the most crucial parts of airport construction as it will be the most annoying to change in the future. Drag this road out until you have enough space to fit a few buildings. begin by connecting a road to the external road at the edge of the map. I would recommend most players start with Cargo and Fuel though starting with just Cargo is acceptable though it will take longer to make money.
